Tim,

At this point in the process, their are a few
things to consider.  First, the site must have flow
at all times.  This makes anything just below the
Post Falls spill way out of the question.  However,
just below the "Hydro" dam to the trailer park area
is prime.  This area has flow all year, is borderd
on one side my Avista land and on the other by
public lands.  This area has gradient, constriction
and is some what isolated.  Under the FERC, a hydro
project can't reduce public access to a resource or
reduce a resource without compensation.  Since the
dam alters the rivers natural flow after the spill
way is closed (the Spokane River would be at about
1200+ cfs right now) compensation is appropriate. 
Access to the resource must also be accomidated.
This is one other site choice.  Another is within
the Barker too Sullivan stretch, but this has many
complications.  This reach has not ever been
altered, experiences full flows during Spring run
off (the first option experiences only half flow)
is bordered by private land and is in full view of
the Centenial Trail.  However, this streatch is
bordered by Parks land on one side and the river
bed is ideal for park alterations.  The existing
access is a plus and the proximity to a larger
population base could also be a bonus.  Just food
for thought.

P.S. What are peoples thought on the philosophical
arguments for a agains a park?  For the record, I
think it is a plus for the community. 

What are your thoughts on a Spokane River
whitewater park.  Why would it be a assett?  Why
would it be a detrimet?  I would love to hear
some
constructive feedback from both sides.  I have
noticed that the new Poll shows votes on one side
of the fence or the other, no in between.  Where
are people coming from.
